Unlike GSM, UMTS is base on layered services. At the top is the services layer, which provides fast use of services and centralized location. In the center is the control layer, which helps improvement procedures and allows the capacity of the system to be dynamically owed. At the bottom is the connectivity layer where any transmission skill can be used and the voice traffic will move over ATM/AAL2 or IP/RTP.

The International Telecommunication Union defined the strain for 3G mobile networks with the IMT-2000 set. An organization call 3rd Generation Partnership Project has continued that work by important a mobile system that fulfill the IMT-2000 standard. This system is calling Universal Mobile Telecommunications System.
